Monday, April 2, 2012 started like any other day, however, tension and anxiety was in the air. It was the Go live day for the implementation of the GIFMIS software. Many did not know what to expect, some were expecting an event others were asking “when will we see this go live?”
The GIFMIS Go live was a series of activities which commenced at 8.30am with a Preliminary Data Center checkcarried out by the Director PR&IT of the OAGF. After that the Primary Data center checklist was completed in the presence of the AGF, the Director PR &IT, the GIFMIS Project Manager and others.
The next port of call was the Consolidated Accounts department where the Ag. Director commenced the epoch making event with the opening of the first GIFMIS accounting period at 1.30 pm.
The next day witnessed the creation of the first GIFMIS cash plan by the Deputy Director Funds while the Director Expenditure (Funds) reviewed it. There was so much buzz and excitement during the process but this could not be compared to that of the approval of the GIFMIS first cash plan at the office of the AGF later in the evening.
The AGF, Mr J.O Otunla congratulated all present and said history was being made and that the implementation of GIFMIS had become a reality. He said the implementation of the system was going to reform the public financial management in the country. He finally advised the GIFMIS team not to give up even in the midst of challenges because it is a reform project.
After the approval there were a lot of back end processes such as confirmation of end users, connectivity and user login for the Budget office.
The final stop was the budget office where the first GIFMIS warrant was created, reviewed and was approvedby the DG Budget office, Dr Bright Okogwu.
The DG Budget who displayed excellent knowledge of the system approved the first GIFMIS Budget Warrant with this comment,” This is the pioneer use of GIFMIS to execute the warrant .Congratulations to all who worked so hard to bring it about.”
